Wordpress: Country/State/City selection

Project will consist of 3 Milestones, I will create each milestones as its started. Please specify cost for each milestone Milestone 1: filter Posts -When user enters the site, he will be asked to select his country if not already selected and save it in a Cookie.. its mandatory. All requests to pages should redirect to Country Selection page, no popups. Mobile compatible -Posts from all listings should be filtered: Home (Block modules), Category, Tag, Recent Posts, most popular posts. All posts will have a custom field Country by that custom field. -I have a code that already filters posts by tag Milestone 2: Multilanguage menu and Logo -Depending on selected country, menu language and options and main Logo will change, it could be english, spanish mainly, there should be a configuration to relate countries with Languages and Logo. -Menus can have different options per country selected Milestone 3: Local and State Pages This pages will display posts related to selected State and City. First Time you enter "State" Page (no popups), it will ask for State in a Combobox (Related to Selected Country). It will Save Selection in a Cookie. Every time you enter "State" Page, it will display Posts with State Selected, Posts will have State in custom Field First Time you enter "Local" Page, it will ask for State (preselect it if already selected) and City (master detail) in Combobox (no popups). It will Save Selection in a Cookie. Every time you enter "Local" Page, it will display Posts with State Selected, Posts will have State in custom Field Everything should be responsive (mobile compatible) Important: You will work in a Test Site. You will need to send me all modified files and instructions to install in production site
