Access Application Conversion

I currently have a Microsoft Access application that is linked to a Microsoft SQL database. My goal is to convert this application to another language that is capable of making it more attractive and making it web enabled. This database has a large amount of data - but the front end is hard to use and very "Access" looking. After converting it to another language - I want to be able to allow customers access to their job information, but not to anything else. We also need to have several proactive management items added to the application, including key matrix's in graph form and service notifications based on last customer contact, jobs over budget, budget changes, contacts that are overdue for a contact, etc. Also, instead of opening a large front end and having to wade through screen after screen of buttons to get to a part of the program, I want to be able to have direct access links to items such as a customer contact entry (if my staff is on the phone they can open a quick screen that they can quickly enter call details into that is recorded into the database - but they can run this separately from an icon, etc.) This Access front end has been developed by someone who has no concept of usability or design aesthetics, however there are many complex calculations within the front end to give management detailed information. The focus of the current application has been on collecting data - which it has done - and we have a lot of data that other canned applications within our industry to not have. However - we need to get the app more focused on Web access and good proactive notifications, so we need to first convert what we have to another language without losing any current functionality, then begin developing the functionality that we need to better run a company. I am looking to form a relationship with someone who has the capability to first do this conversion, then follow up with timely changes and additions to the application to improve its value. In addition, since I am making this commitment to the current application rather than converting to a canned app, I will be also committing to getting it developed in to an application that can be sold to other companies in our industry. I will need to have a strict NDA and NCA, and retain all rights to the application and code.
