Build a simplified Document Management Software for quick printing -- 2

I have a dental office and would like to develop a document management software. The software will be loaded on each of the 8 treatment rooms. The software will access PDF files stored on my server. The purpose of the software is to quickly printout "Patient Education" documents on a network printer that will be presented to the patient with their treatment plan for references for the patient to review at a later time. The software interface will be a small window that can be minimized or be open that will float on-top of other windows. This window will have tabs for different areas of dentistry (i.e. Restorative, Periodontal, Prosthodontics....), these tabs can be modified by the user. Within each of these tabs there will be a list (able to scroll down or up) with names of documents where the user can check multiple boxes under multiple tabs. When the user has checked all documents relevant to the patient the user will select "Print" button. The software will send all selected documents to the network printer. There will also be a "Reset" button to un-select all previous selected documents. I want all workstations to access the PDF files from a single location (i.e. server of the office). The library will be password protected so that only approved files can be added. The tabs on the individual servers will be controlled by the "Library" software so all workstations will be organized the same way. Visually I picture the tabs to look like Windows 7 task bar. When the user clicks the selected tab for area of dentistry (example: Restorative) it will open list of documents (example: Crown, Bridge, Fillings.....)
