Need web program to manage properties.

I need you to develop some software for me. I would like this software to be developed . I want to build a online website that can manage bank owned homes. This website would have online portal where bank can enter address and instructions for different job types. Such as securing, grass cutting , clean out , etc. each job type woukd give detail instructions that are filled out and each job has a due date. The jobs go into a online web jobpool of other jobs. On the other end is the contractors that complete the work. These contractors a verfied and have user name and log in to the system. They see jobs in the job pool. And can get any jobs they want out of the job pool. They only see and can get jobs out of the zip codes they cover. Lets say the bank puts 10 jobs in job pool for a certain zip code area. And there is 3 contractors for that zip code area. Out if these. 3 contractors they all pick jobs and select 9 out of thr 10 jobs. If all jobs are not selected withen a certain amount of time lets say 8 hours then the system woukd "force place" the job on one of the contractors. It would rotate the force place between the 3 contractors in that zip code area. On the contractor end. They would see the info the bank puts on each job. Address job type. Job instructions. Due date. The contractor goes out and completed the job. Taking photos Thr system will have an area to upload photos, must be able go label photos in the system and also be able to organize the photos. Also the system will have a area to add bids. "Bid sheet". The user woukd be able to use drop down menu for pre filled out normal bid items and also of area to write comments and area to add bids. The system would have a "damage form" to fill out any damages at the property. The system will have a pcr form" this would be general info about the property this would be a check box form for fast filling out. And also be able to write comments on some of the form. The final form would be a "invoice". And will have drop down for fast filling out. Once all it completed the info will be sent to the bank through thr system where they can use there log in to view results on the work completed. There woukd be inspectors also like contractors that inspect the work the contractors do. The inspectors would have a work pool like the contractors. Once a contractor completes a job a inspection work order is automatically created. And the inspector goes to the property and inspects that the work was done correctly. He will havd a short form to fill out and a area for photos also. He will alos have to rate the contractors performace And his results woukd be sent to the bank in the system and be attached to the job. The systen would all be web based. Have a couple main parts. Bank log in side. Contractor log in side. And inspector log in side. The contractors will be able to see work in the work pool only in the zip codes they are asigned to do work in. Also the system will kerp track of the invoices for each contractor and when the bank pays out invoices each week. The contractor would be able to see whah was paid out. Paystub. And be abld to keep track of that info. A phone app would be best also to use phone to take pictures at thr property and fill out forms. But a computer base online program would be needed to update the jobs. I want the system to be really clean and modern looking. Want it to flow and put toghther where it flows to get the updated the fastes and orginized. Pleasse let me know if yoi have any questions and the cost to get this put toghther.
