Wordpress Custom Plugin Needed

We are needing a custom wordpress plugin created that will provide us a 3 dimensional map that will allow us to activate a certain state along with a specific url. Please see www.wrhrealty.com. The current map is hard coded and not exactly what we are wanting. We want these states to be activated by the admin/plugin area and also have the ability to assign a url for when clicked. We can use the current image/png or we also have the complete vector of the map available as well. We also need the same exact functionality on the larger maps located here, so if a state is activated then the state will also get it's own map with individual counties. Again, we have all vectors for these states as well..
