Modify WordPress layout for both Desktop & Responsive

The current website [login to view URL] needs to be modified as listed below: For the desktop layout, attached is the [login to view URL] & details as follows : D1) Please modify the layout completely as illustrated in the [login to view URL] D2) The graphic "[login to view URL]" is also attached whose hyperlink should be [login to view URL] D3) Modify the WP admin interface to give the option for the selecting the font type/size for Home Page Main Heading & Home Page Sub Heading text. D4) Fixup MAP that is listed in the Wordpress theme admin interface which is not showing at [login to view URL] For mobile responsive layout, attached is the [login to view URL] & details as follows: For M1, M2, M3, please refer to http://mobile.dungs.com. From this website, the items that we want for our website are: M1) On the page load, the page scrolls down automatically a little such that the URL bar disappears. Idea is to have more screen space. M2) On every page of the website, the TopBar 1 & TopBar 2 should appear. M3) On every page, when user scrolls down, the TopBar1 should be present and stick to the top of the page.
