PHP5 web application developer - Joomla component development and integration(repost)

I am looking for a PHP developer to develop a website application framework, using the Joomla! Application Framework. The selected developer will have to be a competent developer who is very familiar with the concepts of OOP and unit testing - so no "scripters" or "designers" need put in a bid since I (a C++/PHP5 developer), will be doing a code review of the delivered code before accepting the project. There will be NO "website design" (i.e. aesthetics,graphics or visuals or presentation tier "stuff") in this project, So this project is for an experienced programmer NOT a "graphic designer who can write PHP scripts". We will be using existing components, add-ins and third party libraries (e.g. from PEAR), as well as writing a few custom components. These are the required components: 1). User Management component (incorporating Access Control) - uses custom logic 2). Licensing component - uses custom logic 3). Accounting component (interfaces to WorldPay and Paypal) - uses custom logic These are the third party applications that need to be integrated into the Joomla application (i.e. website) 1). SMC Forum (already done) - requires testing 2). ZenTrack for issue tracking 3). X7Chat (already done) - requires testing 4). PhpLiveSupport Before making a bid, you may want to send me a small overview document outlining how you intend to develop this project and how you see the whole thing working as an integrated website - so that I can be sure that you actually understand the requirements. If you have done something similar in the past (i.e. relevant experience), please mention it in the document. I have already fully specified the functional and technical requirements of the components to be developed, and have a database schema which is about 98% complete for the components. Please refer to the attached document for further information ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done INCLUDING COMPREHENSIVE UNIT TESTS. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
