Hi, I can build your VPN tunnels. I have plenty of experience building L2TP and IPSec VPNs in both service provider and enterprise environments using RouterOS levels 4-6. I'm not sure why you need DHCP experience, but I've written a DHCP server and configuring your tunnels to involve a DHCP server shouldn't be an issue.
