Good day, As per the details and your attached file, your request for the implementation of a Moodle instance that needs much configurations and coding to reach the full request list, in addition to that the need to develop a 3 hours course which is a large course that is a accompanied by a test at the end; this needs much work therefor it will need a larger budget.
