Hello, i undestand that you have a site "A" whit a public IP and you wnat to setup a site "B" whit another public IP, you want to create a VPN tunnel between both sites, whit the goal of navigate using the site "B" and ofcourse the IP of the site B. fot this case a recommend you IPsec available in Pfsense.
