QR Code Enabled Email Exchange Console Development for Windows

Before making any bid, please check my project description thoroughly. No milestone will be created before you show me sample work. Budget will be fixed and will not be increased at any cost. 50% of the total budget will be released after you show me sample application and getting approved from client. We are looking for an email console for windows and Mac similar to Microsoft Outlook or gmail. Using that mail console, whatever mails or data will be exchanged, will be zipped first and then will be converted into QR code and will be saved in the server by sender and that QR code will be displayed at the screen of the receiver and There will be a special QR code scanner in the systems of the senders and receivers using that console. Once any user will send any mail through that mailing console, can be opened using the similar QR code scanner only. Even after scanning the QR code, it will ask for a secret key which will be given to all the users of the application, without using that key it will not be opened. Everything will be fully encrypted so that it would be impossible to hack into that mail or document. It would be super fast in use, easy to install on the systems. We will be adding our own Anti Virus into this console so that it could clean all the junk files and threats. Everytime when we will login into this console, it will first clean the system and then will login into the system. There should be an option to skip the system cleaning also. If user don't want to clean the system at that time then they can skip it for the time being. Even if they skip using the cleaning of junk files, nobody will be able to hamper the data. There will be an admin panel from where we will be allotting any kind of features or services to all the users. We should be able to add or block any users. Any user account will be created from Admin panel only. There will not be any password in any of the user accounts, there will be a key instead which will be generated by admin whenever it is needed. It will be expired after 3 unsuccessful attempts.
