Health care systes and workforce are specifically designed to meet the health needs of a population and therefore are broader than one might think initially, for example including care in the community, social services,public health and prevention, private as well as publicly funded health care. It's a organization of people, institutios, and resources that deliver health care services to meet the health needs to target populatios.. HCS provide individuals,families and communities with promotive, protective, prevention diagnostic ,curative and rehabilitative measures and services . A good system is one that organized in a way to ensure timely access to the highest attainable standard of care to all its citizens; one that has the right programs managed by competent professionals; one in which clinics provide preventive and curative care for the most common conditions, i.e. primary health care in area. The Triple Aims are: (1) improving the quality of the care provided, (2) improving patient outcomes, and (3) reducing the cost of care. .Some have added a fourth Aim, improving the work life of health care providers. The goal of a healthcare system is to enhance the health of the population in the most effective manner possible in light of a society's available resources and competing needs. The health of the people is a national priority. Health Care System (HCS) infrastructure includes services, facilities, institutions/establishments and organizations. They provide individuals, families and communities with promotive, protective, preventive, diagnostic, curative and rehabilitative measures and services. There are different HCSs all over the world, which are strongly influenced by nation's history, traditions, socio-cultural, economic, political and other factors. But, regardless of all present differences, there are common characteristics, typical for all HCS. In this module three levels of healthcare (primary, secondary, tertiary) are described, as well as their historical development. Concerning sources of funding, there are three main models of National HCS: the Beveridge model, the Bismarck model and the Private Insurance model. HCS are continuously evolving. The quality of HCS is expressed through coverage, access, equity, but also efficiency in use of resources, and financing. HCS facing new challenges, among them are aging of the population, new medical technology, innovations, increasing costs, lack of community involvement and inter-sectoral actions. Hospitals, clinic and community health agencies can be very different from other work environments. Healthcare systems are complex and there are many things you need to know about types of hospital systems, patient care, insurance, healthcare providers and legal issues. Healthcare systems with limited resources must maximize the health gains of the population. A strategy currently employed by healthcare systems to help reduce the burden of disease is to administer medication or treatment to prevent a disease from occurring. This concept is termed “chemoprevention” and the medication administered is termed “prophylactic.” Vaccinations are examples of extremely useful prophylactics and successful form of chemoprevention. Healthcare systems owe a duty to patients in their facilities to prevent harm negligently caused by them, their employees and agents. As such, they must adequately supervise and credential their staff and independent physicians providing services under their auspices. The quality of transmitted and stored images must also be adequate for purpose. Failure to have the appropriate equipment, communication failures or adverse incidents involving telemedicine equipment are all new clinical risks involved with telemedicine. A health system, also sometimes referred to as a health care system, is the organization of people, institutions, and resources that deliver health care services to meet the health needs of target populations.
