DATA Processing - Code needed to automate photos plus word document into PDF files

We are a civil engineering consultancy. We carry out surveys on structures, and compile the photos from those surveys into PDF reports for the client. At the moment for each day of surveying, there requires at least a day or two of data processing because we do it all manually. We need someone who can write some code for us to automate the process. The steps involved are to open the word document template and change the cover photo. Change one word in the title. Change one word in the preamble. Change the survey number. Change the footer. Change a few other small details. Most remains the same. Then, resize and watermark all the photos. Then merge all photos with the word document and save as PDF. The raw data is a few thousand photos of many different surveys in one folder. We manually separate the photos into each individual survey with a separate folder for each (i.e. a row of houses surveyed/photographed one after another would be split up afterwards in the office, and given a separate folder and survey number).
