I have already done it. Which version of excel do you want to use ? If it is greater than or equal to 2007 then we can easily use OpenXML to do the export . In this case no need to install excel as well. But if version is 2003 then we need to use Microsoft libraries to do the task.

You don't need any programs to be developed. Importing application data from excel to SQL Server already ships with SQL Server. You need only type in start menu search "import and Export Data" and follow wizard.
