Build a system recognition string car plate number

What are we looking for? Looking for Car License Plate Recognition (LPR), the system needs to include: 1 Continuous video streaming (the software should supports RTSP and MJPEG, MPEG-4 AVC H.264/MPEG-4, H.265 video streaming) with the capability to add html divs with camera streaming (inside), we want (at least 4). 2 SQL Server database connection. 3 Continuous video-capture of car license plates, taking snapshot of the vehicule (the snapshot cannot be saved in the database, example repository folder) and export the data (list) to the sql server database (plate number,datetime,camera_name,picture1_route). 4 Match the string plate numbers with the previously saved/stored string plate numbers inside sql server database. If the match encounters an string who is part of the table "BLACKLIST" the software needs to show a popup notification to alert the match. 5 Be able to choose the dll Engine manually, to realice the process (for example, if we need to use another engine in future) 6 Notification (popup) if camera connection is lost, and try reconnect every 10 sec. 7 Notification (popup) of errors (Exceptions). 8 Automatic initialization on windows startup, connecting all the configured (available) cameras. 9 Be able to add manual conditions (inside the configuration/admin menu) to choose the number of recognition time alert (for example: if software founds the plate number "101010" more than 2 times in last 1 hour, show a notification popup). 10 Search conditioners for string plate numbers, like: "start with: ," "end with, " "equale to: ," 11 Multi user login with multi permission. 12 Clean and modern design for interface. 13 Argentina,Chile, Perú,Brasil,Bolivia, Uruguay License Recognition. 14 South America License Recognition. 15 Should be write in C# (Windows Forms) and provide clean and readable source code.
