PC C# APP TO GENERATE VIDEO AND AUDIO FROM TEXT. NO BIDS FROM *INDIA*PAK*CHINA*

I need a windows app that can do the following: WE HAVE A FOLDER THAT HAS IMAGES IN IT WITH NAMES WE HAVE A TEXT FILE THAT HAS LINES OF TEXT LIKE THIS: ..... #we must work hard hard work is the foundation of life. we can accomplish anything. dream on. #we must be patient patience is the greatest virtue anything is possible for the patient person ...... 1) take a text file that has multiple lines of text. 2) # means where the script for one video starts 2) use the first line and seach in the image folder for any image that matches a word that is 5 or more letters 3) take that image 4) use that image as the first scene in a video 5) after 100ms delay add that line of text into the scene 6) use google "text to voice" to add audio voice to the scene 7) text must have a nice fade in 8) when text ends 100 ms delay 9) then next image fades in 10) same thing 11) audio background music runs throughout the new video 12) the video mp3 created has as name the last line in each video sccript (the line before the next # 13) videos saved in designated folder 14) must be multithreaded so that the app does not hang BUDGET $250 NO BIDS FROM INDIAPAKCHINA.
