301 redirect from asp (classic) to asp.net mvc

hello all , we need a solution to make a 301 redirect for a site that has been rebuild the old site is a dynamic asp site and the new version is in asp.net mvc we have a solution but it only work with target url in english (the new url we direct to) and we need now to make redirect a hebrew base url's . its look something like this: /%D7%A7%D7%99%D7%A9%D7%95%D7%A8 (and the browser convert it) we provide the old solution + full excel of old vs new url's
