364413 Fix Payment system XML code

Urgent fix needed by an experienced coder with xml and shopping cart experience. Background The customers of our site, who pay a monthly recurring bill, have the ability to log in to their accounts and update their credit card information which pings xml code to First Data. Problems There are a couple problems that need to be fixed 1. Currently, when customers who have already paid the current month's dues update their payment information, First Data, our merchant credit card system is charging the member an additional monthly fee. Thus, some members are being billed two times monthly. For example, if a member was billed on these dates for their periodic bills. Day-Month-Year 7-15-09 8-15-09 9-15-09 10-15-09 And then the member updates their payment info on 10-20-09 the system will change their start date to 10-20-09 and charge the member again, even though the member already paid for October. We need the payment update system fixed so it does not charge members a second time and does not change the start date. The start date should always stay the same. So, if the member has not yet paid for the month, then updating their payment information will only change the credit card information and not the start date and the transaction will process on the start date, not the day that the payment info is updated. 2. Related to problem 1, when a member who has not already been charged for the current month updates their payment information, FirstData is charging the member immediately and changing the “start date” to the day they updated. For example, if a member was billed on these dates for their periodic bills 7-15-09 8-15-09 9-15-09 10-15-09 And then the member updates their cc on 11-8-09 the system currently will charge them and change the start date to 11-8-09. Instead, we’d like this fixed so that if a member updates their payment information on 11-8-09, First Data will store the new payment information, keep the original start date and only charge the member their monthly fee on 11-15-09. Again, we need the start date for the member to never change. I have confirmed with FirstData that it is possible to make this change and that somehow our current XML code is incorrectly modifying the start date, though it should not.
