Website + Admin

This project is a concept I have designed however I will need to work with someone who has good English and can ask me a lot of questions before starting as I dont have the skills to specify in writing. All communication needs to be in layman's terms for me to understand. I will supply all artwork and graphics in illustrator or any file you choose. Some of the files you see are my drafts and not finished artwork but will be supplied as such so no graphic design skills required. This site is primarily for my personal use and if it works well there is provision to sell to others. I will use 2 other programs or add ons. They are a graph product seen at [login to view URL] and another customizable email marketing program that will be hosted on my site and intigrated with my product. The xl file is an example of sales statistics I will load each month into an mysql database and from this information I want to produce graphs and other sort criteria. Hopefully you can get enough initial info from the files attached to begin to understand what it is I am trying to achieve but it is basically as follows. I would like to set up a new user and specify how many websites he is able to host. I then specify how many sub users he is able to setup. Once this is done the user can then log on and build his site from his admin panel. Only the items that are green or orange as seen on the master admin panel will appear in the users admin panel. You will note there is a permissions xl sheet attached. these will be the default for the users as per the top heading. As I said earlier I have no previous experience at this type of thing but I am not stupid and should be able to answer all questions. With regard to pricing I have put the range within my preferred budget but really have no idea what it might cost so please don't be offended if you think I am paying too little as we are struggling for income in the current market in real estate. Please tell me if you think I am in the wrong price category. Please note the homepage jpg does not have login but that will all files will be supplied in finished format.
