Joomla Website Creation

I am beginning the management and administration of a professional organization of 450 members. I need to implement a new website that allows the public to learn about the association (PR and News) a member only section where the members will be able to login. The members only section will allow members to sign up (and pay) for annual dues, monthly meeting registration and payment, forumn and message board, Calendar of events, possible merchandise storefront (logo apparel),photo gallery, article archive, and the ability to be added to in the future. If possible I would also like to have a members directory online (but it must be secure). Currently I have a highly detailed mebership database in ACT! I need the website built with Joomla and have it uploaded. It is my intention to maintain and modify the website from that point forward. I will need to have a professional look and full functionality for members within 21 days from start of the project.
