Angies List Clone required

Hi guys. Currently interested in a project similar to [login to view URL] which is a paid memebrship site for user made comparisons on local business services. Please take a look to get a feel for what they have acheived. I am a member of the website so if you want to see the internal workings let me know. They have recently gone the route of Flash with certain parts of the site, which I consider to be less crucial initially for my project. I am looking for a clone of this site but my theme will be slightly different(dont want to disclose as yet). I am looking mainly for actual website design incl all functionality - easiest to be PHP based? Im open to suggestion as to how to acheive it, but want it to be as fluid and professional yet fun to use. I have listed this as a medium project but more competitive bids will be looked at seriously if the goods can be produced. We are a small venture and so funds at the moment are small. We will of course pay for a higher bid if the site design is very very good.
