VB.Net graphic manipulation sub

Hello. I am developing an internal VB.Net application and need someone to write a sub routine to handle some graphics manipulation and create a .bmp file as the output. Details are below: The routine would need to open a .jpg file Set resolution to 600x600 Potentially mirror the base image loaded Rotate the image to a specific orientation Ensure it is at least X width Y height in inches to .001 inches accuracy. Crop image to X width, Y height starting at upper bound U, left bound L; ensuring crop right and bottom do not exceed image outline. Potentially, image will need to be enlarged to achieve this. Overlay first .PNG file with transparency (pre-sized to match X and Y dimensions) over the image. Overlay second .PNG file with transparency (pre-sized to match X and Y dimensions) over the image. Optional overlay third .PNG file with transparency (pre-sized to match X and Y dimensions) over the image. Save result file as .BMP file as specified in header Sub header would be as follows: Sub generate_image( base_image_file As String, 'path and file name to open .jpg base file final_output_width As Double, 'width in inches to .001 accuracy to be used for final size and crop width final_output_height As Double, 'height in inches to .001 accuracy to be used for final size and crop height mirror_flag As Boolean, 'flag to indicate if the base image should be mirrored left to right before proceeding image_size_percentage As Integer, ' Amount to shrink/enlarge base image before processing. left_crop_start As Integer, ' pixel to begin left crop start position top_crop_start As Integer, ' pixel to being vertical crop start position rotation_angle As Integer, ' Rotation angle to rotate initial image prior to cropping and all other manipulation output_filename As String, 'path and file name to save .bmp file after all manipulation and overlays are complete first_overlay_filename As String, 'first .png path and filename with transparency to overlay on top of manipulated base image. second_overlay_filename As String, 'second .png path and filename with transparency to overlay on top of manipulated base image. I'm sure there will be additional questions. this will go into an existing VB.Net (2018) application I am developing for our company's internal use. Deliverable will be source code. I'll also need any library's you decide to call outside of built-in VB libraries and I will need to be able to review those for security prior to including your code.
