Hosting Requirements Evaluation & Recomendation

I am seeking someone with sound understanding of hosting/systems admin who is able to evaluate websites and mobile apps to understand a websites/or mobile apps hosting requirements, research my options and recommend a solution. The right person would also be able to be on hand to troubleshoot any issues that may arise with a server and where necessary provide technical support to resolution. I operate a web and mobile app development company and as such see this as a long term opportunity for the right candidate. Prior to the chosen candidate taking on any tasks i would ask them to estimate the time to complete each task so that i can manage my budget. Location is not important but due to rime zone issues reliability and flexibility are.
