Troubleshoot / Remake of Old Scraping Application

A couple of years ago, I had an application made by another freelancer no longer available on this site. Below is a copy of the initial job requisite. I am also attaching a zip of the files for this scraping application that updates two excel worksheets with new data each time the app runs. (not currently working on my Windows8 computer). I need one of two things completed: Either: 1. Help me to make the application work on 3 Windows 8 computers in my office. or 2. Another application created that will work. HERE'S THE PREVIOUS JOB DESCRIPTION: Hi. I hired you last year for a project pulling data from [login to view URL] (a jail database) and inserting into my website. I have a similar project that I would like to hire you to complete. This new project seems to be a bit simpler. I would like to pull content/data from the same site and organize it into an excel spreadsheet. The link has changed since the last project. Before the Id# increased by one (+1) for each new record. Now the site changes the id# according to the date that it is added. For example, the url...... [login to view URL] tells us that this record was added in 2013, the 5th Month, The 1st Day and is record# 044. I would like to run this software to compile all records for a specific date (i.e. May 1st, 2013 / 20130501001 (+1 for each new record) ....) I would like to also be able to input the date to run the search as well as an ID# to begin the search May 2nd, 2013 starting with id# 044. The software should stop when it is unable to locate a record after a "user defined" number of unsuccessful attempts. The information needed for excel report is: 1. Arrest Date 2. Arrest Time 3. Name: 4. Address: (Separated as Address Line/ City/ State/ Zip) 5. Combined List of Bond Type(s): 6. Total of All Bond Amounts. 7. Disposition (If found) (If possible without creating duplicate records for the defendant, I would like to list all "Descriptions / Bond Types / Bond Amounts" individually on the same row) Each time the program runs, I would like it to add new data to a master file as well as create a new excel file with a file name matching the starting id# (i.e 20130501001 or 20130502044) Please let me know how much you would bid for this project as described.
