Poker AI programming

Hi, In the past, we have developed many games including the likes of roulette, slot machine, black-jack, etc. We've also developed apps using Python, Machine Learning, Natural language Processing, Deep Learning, and Artificial Intelligence in the past. We would love to create such a game that plays against itself and also keep learning and getting better. As not much is mentioned I have a few questions to ask regarding your project. 1. Are the designs ready? Or we will have to start from the scratch? 2. If the game keeps playing against itself it will keep getting more and more intelligent. Will it ever be played against a human? Such as when it has become intelligent enough to do that. 3. What Tech-Stack do you prefer? Should it be for web, desktop or mobile? Please let me know your answers.
