AFAIK, the RPi camera can get about 30fps if you want to record a HD video. Personally I would try some tests first to be sure the Pi can handle the task of processing the images from the video fast enough and showing the video + the idealized drawn table at the same time. I work as HW designer; FW and SW developer. Right now I'm working on a Raspberry Pi 3 openCV project for car detection/counting and plate recognition.
