web and app development (working hand in hand)

We require a website and app that can work hand in hand to assist us in delivering our service effectively. We have clients that have needs and various suppliers that fulfill that need. We handle the collection and delivery of legal documents. The basic primary website function needs to be; - a client parcel management portal - clients must be able to book their parcel - and track their parcel at anytime on a map that updates every 30 mins and provide status of parcel collection, route or delivery. - request quotes - download or e-mailed a copy of invoice - look on map to view available vehicles in client area or close to client area on map The app needs to be; - a supplier management portal - a tracking method for feedback back to the website maps - the app must be able to use geo location or google locations or what you feel is suitable to track the app phone user and feed that back to the website for a 30 minute tracking update. - allow the app user to report collection of parcel, delivery etc - allow app user to report current status of vehicle or future status of vehicle we do not want a complicated system at this stage. we would want to build a working relationship with the designers and build from this initial platform over the next few years until we have reached our final level. we have a detailed idea of where we want the final product to be but we anticipate upgrading 4 times a year to get to the level we want in 10 years time. so the designer will need to be willing to work with us over the next 10 years and this might become complex so the designer will need to have some reliable skills in web and app design and writing.
