I need a website

i have a business idea and i need some help here, im a programmer but not of Blockchain, let me explain you mi idea and see if you can help me on this. I want to create an online platform based on Blockchain,with two services 1.- is about travel compensation for flight delays. For example you pay 5$ and if your flight delays more than 2 hours you get 20$. you pay 10$ and get 50 and pay 15$ and get 100$ payments must be done by stripe … All this must run in smart contract, like the AXA service named [login to view URL] I want the same, and the second one is create a Digital Demographic origin system for farmers (for example), but lets start with the first one i need to know how much will cost, because i ALREADY hired two developers of blockchain in Fiverr and both was a SCAM, they don't know how to do it... or charge a LOT, so im a little tired of people that say that can do this and is a lie, so lets start with this one (flight delays)… How much can you charge to make this?, i have the the domain for this project i can buy the server service that you need (wordpress, cPanel, etc)… please understand that is just me, i don’t have any investors and i have two jobs here and i already get scam to do this.… so … PLEASE… adjust all you can to help me to put this project in the market….
