Incentive Site Postback Addon

I need something that will translate either API feeds or .CSV files from affiliate networks such as Commission Junction into a postback/closed loop function. I run an incentive based marketing website and unfortunately the only way my platform can automatically credit offer completions is through this postback/closed loop function. Several of my affiliate networks do not have this however, and only offer .CSV tracking, or API/Webservices (ex. Directtrack Networks, HydraMedia, SearchCactus, IncentAClick, CJ). I need a program or script that will pull these services or CSVs automatically at certain time intervals, and post back in the proper format to the URL I give it. This way offer completion credits will be automatically (and often, instantly) allocated, rather than requiring myself to do it manually. I'm sorry if this explanation doesn't sound great, I'm unsure of how to describe it any better. I'd be willing to offer the winning coder screenshots and information about the postback function as well as the .CSV/API Webservices function. Personally, I would prefer a .CSV puller/post back to a Webservices/XML/API puller because more affiliate networks offer .CSV. I'd hope for the winner to have prior experiences with incentivized freebie sites so this would be more understandable. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows XP
