File Downloader Client

This program that will run on the windows platform and automatically download an mp3 file to a client's computer. Must be light (use as little system resourses as possible) and stable. What I'm thinking is the program will run in the system tray, when a new file is uploaded to the website, then the file will be cue'd to be downloaded. Load balancing maybe required (i.e. not all clients being cued to download at the same time) The client will, if there is a new file be notified, and a promt bubble will ask if they want to download it, (or if that is not fesable on a periodic basis the client will preform a search to see if there are new files.) Option for automatic downloads. User will have to register to download / access the files. The sign up will be basically a subscription manager, where potentially there would be several sets of files, and a person could subscribe to one or many. I want to have a page describing the subscription. And a link on that page taking them to the sign up page. Somehow detect if they have the download software (but also make is so they don't have to have the software to download) and set up a subscription. Also there will need to be a standard upload page, that has descriptionnn of the file: Location, Speaker (from drop downlist), Date, title. File (browse). This will add the file to the database. Subscriptions will be based from the Location ID. Will need to have group statistics, number of downloads, day / time. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows, Apache, PHP, MySQL.
