Ongoing multiple small-scale web programming projects

I am looking for a freelance programmer to work with for the long term (several years). On average there will be 1 small project a month, and each project has a budget of <$100 (with the right skills these projects should take no more than 10 hours). The typical project is to create a web survey such using php and/or javascript, such as this one: [login to view URL] The survey responses must be stored in a mysql database. When appropriate, all of a survey participant's mouse-click positions and timestamps are also stored (via javacript onclick). I want to work with the same programmer each time, NOT a company with multiple programmers.
