Keyword Organiser Program

We need a program to organise keywords in a specific way. The first step is to enter the high level keywords (there will normally be 10 - 20 high level keywords). The second step is to select the keywords that need to be placed under each of the high level main keywords (generally long tail support keywords). Once the first high level keywords have been entered, we need to be able to import or paste all the secondary keywords into the program. The secondary keywords would have 2 columns. The actual keyword in one column and a sort number between 1 to 10 in the other. The program would then create a table with the secondary keywords in one column (sorted by the sort order between 1 - 10. In order words, all the keywords with 1 next to it would display first, then the keywords with 2 next to it and so on) and then a pulldown list in the second column that contain the high level keywords. The user would be required to select the high level keyword for each secondary keyword (there will normally be between 100 - 1500 secondary keywords). Once all the secondary keywords have been assigned to a high level keyword, the program would then process the data and organise the keywords, so that all the secondary keywords would be sorted below each of their high level keyword parent keywords, in the sort order supplied by the secondary keywords file that was imported or pasted. The data would then become available an excel workbook, for processing independant of this program. The program must be able to save a checkpoint at each step, meaning if we got through assigning 20 secondary keywords to a high level keyword, and something happened where we needed to save and come back later, we would need to be able to do that. We don't care if the program is written in PHP or as a client based program. We know this will not be a very difficult task for a programmer who knows what they are doing.
