**Request for Proposal** **GIS Flood Forecasting Application**. The Miami Conservancy District (MCD) is requesting bids for a GIS Flood Forecasting Application. Currently MCD manages almost 200 miles of river and stream in our watershed. MCD has in place 5 major DAMs and stream levees (walls) along the river corridor. MCD needs a way to predict water inundation (flooding) in the event a levee is breached or is toppled. So that we can notify officials of what areas to evacuate if a situation arises that would warrant a levee failure. We strongly encourage coding prospects who intend to bid on this project to become familiar with MCD and what the organization is about and what we protect. [[login to view URL]][1] MCD has and can provide Digital Elevation Maps (DEM) in 10 meter format of our watershed. We also have 5 feet Digital Line Graphs (DLGs) also known as Digital Topo Graphs. We have an ArcIMS server running the newest version 9. We also have 4 ArcView and 1 ArcInfo licenses running Arc Version 9. ## Deliverables **Project Description** MCD is open to any direction the coding takes. We are open to a Web Based ArcIMS or a custom program. We would like it to operate very easy and simply so a web based ArcIMS approach is favorable if the same predictions can be made and queries can be run to outside Shape files for example property owners and parcels. Ideally this is how MCD would like the program to operate. The User opens the program and is presented with a watershed map similar to <[login to view URL]> It will show the roads at a certain level along with a Digital Aerial photograph (DOQQ). The user can then zoom in to an area of interest. The user will see the river and levees on either side of the river. The levee elevation and ground elevation will be able to toggle on and off to hover the mouse over the area and elevation will pop up. The utility will have a “Levee Break?? utility. When this is activated the user can click points on the levee to “remove?? simulating a break. The “Break Area?? will be highlighted in a different color to indicate a break. The user can remove the break if they need to and they can add multiple breaks. Next the user selects an area of the river near the breaks and then can manually enter a River Stage elevation. This is the height of the river. When the user is done they can click a button that says “Show inundation in this area?? The user will then be shown a transparent blue area on the side of the levee failures. It will be transparent enough so the user can see the layers below such as street names etc… **Technical Notes** We are not asking to model a flood forecasting application. We are simply looking to provide the application with a river elevation and have the surrounding area fill in based on the topographical landscape. but is must be precise and it must be EASY to use yet have these advace features to query and process data. Users must be able to run select queries on other unforeseen shape files. For example if someone has a shape file of surrounding buildings, the user can use the flooded area as a selectable area for what buildings would be affected by creating a select by location query. The same is needed for any shape file or coverage that needs to be added to a layer. Added a layer must also be easy and quick (File size dependent of course) A coder with some basic understanding of river levels and flooding would be beneficial and desired. River, & Levee elevation do change as you move downstream so simply selecting a certain elevation on a DEM will not produce precise results, although in preliminary testing we found a good starting point for using the DEM for this purpose. We need the coder to factor as much accuracy as possible with the use of the DEM and the DLG files for the best possible interpolated elevation. If the coder requires certain shape files to create the basic application, the coder must identify all resources and coverage’s needed before bidding. After the selection processes, coders requesting additional coverage’s not identified before bidding, will be expected to provide those coverage themselves at no additional cost to MCD. We also need the ability to update the application if in the future we obtain higher resolution DEM files or its contours change due to construction and a new DLG is created. The application must be able to pull whatever data is needed from these files so that it does not affect operation if they are updated. **Requirements** 1. Coding although open to the coder must have source files in the event additional features or future work is to be done. We prefer the use of VB or VB Script (ASP) where applicable and programmed on Microsoft software platforms. 2. Easy to use. We need novice computer users to be able to use the basic application. It must be user friendly and functional. All initial concepts should be approved as the work progresses. 3. All code and development will be the sole ownership and copyright of MCD. 4. Coders will be required to provide a status update every week (Every 7 days) from a predestinated time. 5. Development will not exceed 3 Months or 90 Days, unless it is preauthorized or part of your bid. In the event the deadline passes, MCD reserves to right to withhold payment of up to $50 per day until it is satisfactory completed. 6. All bidders from outside the Continental US are required to use [[login to view URL]][2]for all payment and progress reporting. We would prefer all bidders to use this service. Please keep this in mind with placing your bid MCD will not pay any additional fees or costs after a bid is accepted. Whatever RAC takes it is not paid by us. We do agree to a one on one project to reduce your fees. **Bidding deadline** Bidding deadline is 7 days. All bids must be received no later than Monday, October 17th at 5:30 EST unless preauthorized for a later date. All bids are to be in US currency denomination. All questions regarding this bid request can be directed to: Jason Jones Miami Conservancy District 38 E Monument Ave Dayton, Ohio 45420 937-223-1278 Ext 3215 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows XP, MSSQL server Language Microsoft VB and or VB Script (ASP) ESRI ArcInfo or ArcView or ArcIMS
