Windows system tray program to report back details about PC

I have a need for a Windows program that will only run on the system tray, it will poll the machine for the following information: PC name, local domain, user logged on, IP, DHCP server or static, DNS 1, DNS 2, Dell Service Tag (often known as Serial number), Make & Model, CPU Type, CPU Speed, Installed Memory, OS, OS version (service pack level or build), software installed. It would then save this information into either a CSV or XML file and upload the information to a PHP/MySQL website through SSL. If the file already exists, it should compare to see what has changed, and only upload the changes. The CSV/XML file should also record when it was last updated, and when it last uploaded a change. It should run every two hours silently. If you right-click the program's icon it should allow you to 1) close it 2) update manually 3) show the information it stored last. The program should have a silent installer that will allow entering a unique ID (we call them OID) that we use to keep track of computers. Example: [login to view URL] /silent /oid 10345. It should keep track of the OID either in the registry or an .ini file so that it can be changed in the unlikely event we have to. Once installed the program should start automatically at logon for all users. There should be an easy way to uninstall it too. We would prefer to use this icon: [login to view URL] All the information we're gathering is readily available using powershell and gwmi Win32_* Bonus: If you'd like to create the PHP page to accept the creation of new computers and the updates, we'd pay extra for that. Bonus: We'd pay extra if one of the features when you right-click it is creating a ticket. It would have a field to enter the problem, then it would use a URL to send the problem, the OID, the username and the PC name to automatically create a ticket when you click the Submit button. We don't care that much what language it's programmed in, as long as we have all the source code to modify and recompile. This must be original code.
