Build an Android app (optional: iOS & website) & database

Bfz-Kassel is a German provider of services to companies (education, routine jobs, consulting). The project is about developing a mobile app that allows employers to present lectures to their mobile workers. Users may download the app and use it to randomly watch oone lecture each week (just to have a minimum funcionality for those people who just downloaded it). Users can be issued license keys by their employers and register them in the app (or with a direct link from the employer). Then they can see which lectures their employer wants them to work through until which deadline. Most of the lectures will be assigned to the employees to work through within some months, but there's also the possibility to assign specific urgent lectures to them (e.g. connected to certain projects). The assignment of lectures to employees / individuals will be addressed outside of the app. The app itself will just give an overview to the user which of his employers want him to work through which lectures and then he can do that with the app. Working through a lecture means that a "website" (a HTML snippet including media files) is presented to the user and after a certain time passed he can acknowledge that he worked through that lecture. Which user (who has registered a company affiliation) has completed which lectures will be documented, so that we can issue certfication of this. The app will work asynchronously, meaning that it will download all the data for the lectures he still has the work through, so that he can do that with no connection available. Sporadically the app checks if new lectures are assigned to the employee or if some of the tasks/lectures changed somehow. The app will be multilangual presenting itself and all the lectures in the preferred language of the user. If there's no translation available to the language the user chose, then one of the two fallback languages (English and German) will be used. Everything will be available at least in these two languages. All technical details, like database structure etc are still open for discussion. Further details will be revealed after the initial contact. Our goal is a longterm service partnership. This means that during the development stage every code will be shared through a respository, and that afterwards there will be a continuing support on a flat fee or hourly basis.
