Hello Sal, If you want iPhone & Android App, then I am afraid that US $30 is definitely not practical budget. It can take around 2-3 months development, which means cost would be higher than US $7,000 (Excluding Freelancer fee), this is just a very rough/ballpark estimate to give you an idea but once you drop me a message, we can then start further discussion and finalize the cost/terms.
