I have 20 years experience programming in Delphi.
This language generates a .exe file that runs on Windows.
Obviously, this project can be done in Mathlab, but my suggestion would be to make it in Delphi as follows:
Very simple User interface:
Input box for Name of Input File,
Input box for Name of Formatted Output File, (empty)
Input box for Name of Output File.
Button to Process.
When the user clicks the button, the program does this:
Opens the Excel Input File
Opens the Excel Formatted Output File
Copies rows or columns based on logic that you specify,
Filters, sorts, or anything that you need,
From Input File to Formatted Output File,
And finally, saves the output file with the requested output name
This would take about 2 hours of work, once I have the required information and sample excel files.
Please Note: This would work with .xls files, not .xlsx files
I would charge 60 USD for 2 hours of work, this is, about 80 AUD
