Help converting a small piece of code to Javascript

I am writing a piece of code that is going to interface with a serial gateway for my home audio equipment. I found an example online which appears to be written in lua that is interacting with the response and I do not understand what it is doing. I need to some to help me convert this code into JavaScript so it works the same way, just in a language I understand. The code is attached. I need each of the functions to be their own JS function.
