Write some Software

Build a client to access web services on MS Azure Machine Learning. I need a client from where I can upload CSV files, split them by rules such as data up to a certain date goes to dataset A, the rest to dataset B. The datasets are then send to Azure web services that I am in the process of setting up and then evaluations of a machine learning model or predictions from a model are to be returned to the client and from there stored on my machine as csv files. The files to be send to Azure are ca. 5000 rows with ca. 120 fields each. I require the source code for later maintenance. I used a be an experienced SW developer but int he last 10 years I was working as program manager for large SW projects so I can't do it myself but I can still understand and build it inside a Java IDE or, since Azure offers code snippets in C#, doing this in MS Dev. Studio is also good for me.
