I need a redesign of my blog (fresh look which is mobile & desktop compatible)

Hi there I am looking for website design that is seo, mobile and desktop friendly and has all the essential stuff. The designer should be professional, know what I want and how I want it, this project will last for 3 months; for more details like what I want, color theme, my website details, desired look of my site on mobile and desktop please check the file attached here. Note: Those who will send me quotes without considering the file, will mean they are not serious and I won't accept any quotes from such sellers. I travel a lot so I may not be available all the time, thus whenever I am, you would need to do the required tweaking on the go.
