This sounds like a solid project that will take a little time to make. I'm thinking 1 month and everything is ready. For the technologies you ask about. I think i will be implementing with php since it's simply cheaper to deploy. The auction script you talk about is not gonna take more than few hours to make. I can try looking for online solutions but i really have bad experience with picking up random code.
