Building a Networks as a Service Internal platform to an Investment Bank

I'm looking to design and build an automation orchestration portal/platform for the automated provision, configuration, monitoring and optimization of IT Network Services within a large global investment bank. This will feature an internal web/application platform front end with several core services applications covering - Operational Services, Engineering Services, Risk&Compliance and a Self Service Catalog servicing Network IT. The automation/orchestration platform needs to be scalable and accommodate best practices in particular around software development, testing and deployment (DevOps). It needs to be modular as a design framework so longer term, it can integrate off the shelf or open source application from traditional NaaS service like SD WAN, etc I'm looking for a seasoned full stack developer with DevOps knowledge to help me design a scalable (on prom) and/or (Google Cloud) architecture to allow me to build on strong foundations in develop, build, test and execute solutions to service the above mentioned Network Services. Note this project is just to designing the architecture using on prem or a cloud based design using open source or off the shelf tools. The design will be used to hire a team to built the infrastructure and start developing the platform and the service that will hang off the front end platform.
