With my experience and knowledge I would like to help you in this project as well. For your solutions, we can have a raspberry pi setup, a sensor node reading from the water meter, and then transmit it to raspberry pi. Once raspberry pi read the data, it can show it on a screen. We can decide on the screen size depending on the requirement. Also if the water meter reading sensors are in the same place, we dont need to transmit data. Considering the raspberry has limited access to analog sensors such as electricity and water meter sensors, it is better if those sensors handled by Arduino nano first and then forwarded/linked to raspberry as an USB connection. So then your raspberry will read/write over serial port mapped as USB to your sensors indirectly. That's the best scenarios
