Internet Gift Certificate

I need code similar of the script [login to view URL] (see the gift certificate demo)in ASP and MS Access/MS SQL. It is a simple project especially for those who have done similar before. This script will be independant and will be used in existing websites, need Header and footer for different sites integeration and easy modifications. Mod-Rewrite for SEO friendly urls needed. The code must included facility to accept Credit Card payment. I require a demo of the completed project on the programmer's server to verify the completed project's functionality. The progammer will give me full rights to the code to use in all my websites and the rights to sell the code. In return, I will give the programer rights to reuse portions of the code in future projects for other clients as long as all the code is not reused in totality as an exact clone of my project. And, I plan to use Escrow Service and PAYPAL to pay. All payments will be VIA Paypal only. Preferably Needs to be completed within 90 days.
