Build me a cloud based app

Must be a desktop (web), mobile (ios and android) and tablets (ios and android). All in native form. There must be three portals within the app accessed with a login: Admin portal, manager portal, and employee portal and must be categorized by location. It must be easy to add or delete a new employee or manager. Admin portal must include: -Employee Training Progress - six steps: hired, paperwork submitted, assessments passed or failed, physical exam passed or failed, rules training, on-site training. -Vehicle Tracking - a device that we can plug into our vehicles to track location, speed, maintenance, and fuel levels. -Daily Reporting- create a database within the app that allows employees to submit daily activity reports. Admins must be able to see all reports. -Messaging- messaging between all employees. Admin must be able to talk to all employees -Picture taking for incidents- This goes along side the daily report, if an incident occurs they must be able to take a picture from their phone. The Manager must be able to clock in and out from the apps. While they are clocked in, the app must track the manager until they clock out.
