Build a Cloud Based Database

Take a series of 10 text files for each customer (about 15 clients) and normalize data and import into a cloud based data environment (Azure, AWS, Google - prefer Azure). I need someone to assist with setting up cloud based environment and also formatting text files. The database needs to have user level security on it since the data will contain US healthcare patient information (PHI). Also, the security needs to support data access for multiple customers while restricting customers to their own data. I have already created the exact database i want using MS Access (without the security pieces). Therefore, the SQL queries to turn the text files into meaningful data have already been written. Final product needs to have a method for user to upload new text files daily (the exact same format every time) without user needing to know code. Once data is in the database, we will create a different project for the types of reports we would like to get out of the data. Obviously I will have to get set up with an online service (prefer Azure SQL online) to host the database so i will need guidance on that piece as well.
