Fix two minor issues

Hi freelancers I have a project for the people who know javascript framework VUE.js. It is integrated to my Laravel 5.1 tutoring site. I am having two main issues with my site if the awarded freelancer can fix those issues then we will discuss more about the modifications. The first issue is that when a student requests a lesson with a tutor a modal window appears in that modal window you have two select boxes you have to click the exact arrow button to open the select box and to close it you have to click on the same arrow button. If you change the method on blur and it fixes the problem but creates another one, when you try to click on the scroll bar or the scrolling arrows of the select box. The select box closes. The second issue is that when the tutor or student update the request and in that modal window the there is a date selector. The date selector starts the date from the year 2001. I want the date to be started from the current year and month. These are just minor bugs if the awarded freelancer can fix it then we will discuss the other projects. Budget is $15 to $30.
