Simple Contract Listing Plugin

I need a simple and straightforward listing plugin for m WordPress site. It is for a section of our site that will offer contracts and require (via email) an expression of interest from anyone who is interested in being considered for the contract.
The following features are needed:
[url removed, login to view] the "listings" page, it should be very simple. A package number, description, closing date, issue for tender date, requested closing date. You can see the current table we have now (on a different site) by going here: [url removed, login to view]
2. I would like each entry to have an "apply now" button which would open a simple form (lightbox style) asking for first name, last name, email, phone number and additional notes. This form should automatically be associated with the package.
3. Once user applies, a simple message will notify them (ie: thanks). And they will receive a confirmation email.
4. We will be notified via email, and also have a "dashboard" on the front-end (not Wordpress control panel) where our team can see the submissions. From this dashboard, they can also mark any "package" closed, delete multiple entires, etc... and very importantly, they can ADD new packages via a simple lightbox style form.
5. The functionality of this plugin should be responsive and match with our theme.
This is similar to a job application or plugin, but it needs to be very simple. We don't need each listing to be a link to a single listing with more info. Just more automation for the posting and application process for the listings of packages we have.
