Font Rendering issue in Chrome

Font Rendering issue in Chrome -> [url removed, login to view]
There should be two menus at the top. One in the upper right corner and one across the middle of the top as seen here:

These are not appearing unless I decrease the browser window size and then re-maximize..and then they are there, per usual. The issue only happens in Chrome, from what I can tell. Firefox, Safari and IE seem to be good.
To repeat the problem, open up [url removed, login to view] in a google chrome window that is maximized. Then decrease the size, and re-maximize.
On all pages besides the index page, you will also see that breadcrumbs are not appearing unless the size is minimized then maximized. I suspect this issue is the same.
The issue started within the last couple days, without any updates or changes being made to the site.
One link on the site doesn't have any problems, the instagram link (which you will find on the bottom of the pages)
I have a beta version of the site on another server, and upgraded to 3.9, but that was not a fix.
This may be related the Chrome font bug that was a problem in February, but not sure.
