Efficient PHP Form-to-Email System

I am in need of a PHP developer who can transform my current HTML script, designed for collecting user inputs, into a functional system that converts this input and sends it via email as an attachment. My project's detailed requirements are as follows:

- **Conversion and Sending**: Utilize the TCPDF library to convert the HTML form data into a PDF format. This PDF should then be emailed as an attachment to a predefined email address.

- **Email Handling**: No database storage of the form data is required. Once the form is submitted by a user, an immediate conversion to PDF followed by an email dispatch is expected.

**Ideal Skills and Experience:**

- Proven experience with PHP and the TCPDF library.
